Public Participation Plan (PPP)

Public participation is a key component of effective transportation planning. Input from residents, businesses, and community organizations helps the MPO plan a safe, efficient, and connected transportation system that serves people of all ages and abilities.

The Palm Beach Metropolitan Planning Organization (MPO) adopted its current Public Participation Plan (PPP) in March 2023. The PPP serves as a guide for how and when the public can participate in local and regional transportation planning and decision-making. It also outlines the MPO’s policies and procedures for maintaining transparency and encouraging meaningful engagement throughout the planning process.

PPP Administrative Update

The Palm Beach MPO invites the public to review and comment on proposed administrative updates to its Public Participation Plan (PPP). The purpose of these updates is to ensure the PPP reflects the MPO’s current structure, operations, and compliance with federal and state requirements. The proposed revisions are administrative in nature and include updates to agency branding, staff contact information, operational details, and policy references.

A 45-day public review and comment period is open from October 27 through December 11, 2025. The draft PPP update and a summary of proposed changes are available below. Comments may be submitted using the online form or by email to info@PalmBeachMPO.org. All feedback received will be reviewed and considered as part of the PPP update and provided for consideration prior to final approval on December 11, 2025.

Currently Adopted Public Participation Plan

The Public Participation Plan outlines the MPO’s strategies for promoting public involvement in the transportation planning process across Palm Beach County and the Miami Urbanized Area. It ensures an open, transparent process that provides complete information, timely public notice, access to key decisions, and opportunities for early and ongoing public participation. The PPP was adopted by the MPO Governing Board on March 16, 2023.
