What We Do

Unified Planning Work Program (UPWP)

The Unified Planning Work Program (UPWP) serves as the MPO’s two-year business plan, budget, and application for federal planning grant funds. Developed in accordance with applicable state and federal requirements, it establishes the framework for carrying out the MPO’s federally funded planning responsibilities.

The UPWP describes each task to be undertaken, identifies the expected deliverables and outcomes, outlines who will perform the work, provides schedules for completion, and details the associated budget and funding sources.

Guided by the MPO’s mission and vision, the UPWP ensures that all planning activities are consistent with federal planning factors and applicable regulatory requirements. The document is adopted by the MPO Governing Board, reviewed by the Florida Department of Transportation, and ultimately approved by the Federal Highway Administration and Federal Transit Administration as part of the MPO’s federal planning grant award.

Fiscal Year (FY) 2027 - 2028 DRAFT UPWP 

The Draft UPWP is open for public review and comment. The UPWP is scheduled for adoption by the MPO Governing Board on March 19, 2026.
